Looking at 2008 for example it was 23/12 (with 3 republican retirements) R/D before and 15/20 after. Your timeline doesn't work, I last wore a Navy uniform in April of 2007. From what I can find in the forum archive, he probably didn't enlist until 2009, based on a question he posed in the link provided inside.
